Presentation of Albanian Centre for Energy Regulation and Conservation - ACERC

Acerc is a think tank centre with focus in Albania energy market and its integration on Regional & Iem. The Acerc mission aim to provide a qualified contribution to the promotion of the liberalization and the effective integration as well as the efficient use of energy resources.
The main activities profiles briefly consists in the release reports, articles and periodicals. In cooperation also with our partners the offering of the activities that support capacity building of market actors, such as national and regional seminars, trainings and conferences. Initiatives completed by advocating in the energy sector to promote a forum called in Albanian School of Regulation.

ALTERENERGY for technicians in Puglia Region: 5 training days in Bari for capacity building activity

Within the Strategic Project ALTERENERGY – CBC IPA Adriatic 2007-2013, 5 training days dedicated to capacity building activity will be held in Bari at the Apulian Audiovisual library (Mediateca regionale – Zanardelli street n.30), in order to encourage, through a participatory approach, the use of good methods and practices and therefore improve the local energy planning skills following the most recent EU guidelines.

In fact, one of the main elements that characterises the ALTERENERGY project is the approach used to adopt sustainable policies. This initiative, in particular, is reserved to public administrations responsible for the local energy policies, professional engineers, architects and other sector professionals. The aim is to reinforce the institutional and administrative capacities specifically related to the programming and management of European and National Funds linked to the energy sector.
The Capacity building activity is carried out by Puglia Region – Mediterranean Department with the technical support of the Technology and Innovation Regional Agency (ARTI Puglia), in cooperation with “Ambiente Italia srl”. The training days will be held on the 15, 21, 22 and 28 of May 2015 with the following focus themes: Energy efficiency of buildings, energy/financial management, photovoltaic and thermal solar, smart city. The training sessions are being held at the Order of Engineers of the Province of Bari.

challenging relationship?

The Turin School of Local Regulation organizes
a 3-day course on:


When: 29 June -1 July 2015

Where: Hotel Victoria, Torino, Italy

What: Investments in local infrastructure and
services is the big current issue, with at least 40 trillion USD needed
globally in the next 20 years for urban infrastructure investments alone. When
the infrastructure addresses a local public service, a specific attention is
required to protect public interest while maintaining the project solvency and
attracting investors. The course aims to give participants an overview of the
wide implications that the presence (or absence) of local economic regulation
in the investment sector can exert on project finance, alongside with deep
insights from international real case studies presented and discussed among
participants. During the course a specific attention will be given to build the
proper competence of understanding stakeholder dynamics and incentives.

Who: The course is mainly addressed to public
sector decision makers and managers involved in large infrastructure urban
projects, officials from international organizations, local and national
regulators of infrastructure and public services, project finance specialists
of the banking sector, legal experts focused on international project finance
law and practices and loan covenants, accounting, financial and risk assessment
professionals, researchers and doctoral students.
