Acerc is a think tank centre with focus in Albania energy market and its integration on Regional & Iem. The Acerc mission aim to provide a qualified contribution to the promotion of the liberalization and the effective integration as well as the efficient use of energy resources.
The main activities profiles briefly consists in the release reports, articles and periodicals. In cooperation also with our partners the offering of the activities that support capacity building of market actors, such as national and regional seminars, trainings and conferences. Initiatives completed by advocating in the energy sector to promote a forum called in Albanian School of Regulation.

Chicago-Kent College of Law, a law
school IIT, located in a very heart of Chicago, offer an exceptional
opportunity for lawyers – to get US LL.M in Chicago with scholarship.

The special feature of the program
is that one may start his / her LL.M study in Athens, Greece (where School of
American Law is functioning since May 2016) and finish LL.M study in Chicago in
one semester and earn US LL.M with this blended structure of master’s study.

the Italian Ministry for Foreign Affairs is offering 5 SCHOLARSHIPS for
graduates who are nationals of Afghanistan, Albania, Algeria,
Bosnia-Herzegovina, Egypt, Iran, Iraq, Israel, Jordan, Kosovo, Lebanon,
Macedonia, Montenegro, Morocco, Serbia, Syria, Tunisia, Turkey to attend the
Diploma and Master in Advanced European Studies 2016/2017 at the European

Energy Community opens its doors to civil society, 15 Feb 2016

The Energy Community Secretariat will hold the first Civil Society Day at its seat in Vienna on 21 June 2016. The event’s organisation follows the 2015 Decision of the Energy Community Ministerial Council on strengthening the role of civil society in the Energy Community Process. The event is designed to increase the transparency of the activities of Energy Community Institutions and provide a forum for dialogue on issues that matter to civil society stakeholders in the Energy Community.

The first Civil Society Day will have a special focus on Energy Community energy efficiency and environment acquis as well as reform of the Energy Community.

The Global Environment Facility Small Grants Programme (GEF SGP) in through the Regional Environmental Center (REC), Albaina invites partners and interested actors on a consultative meeting on the process for preparing a Country Programme Strategy (CPS) for the Operational Phase 6 (OP6) 2014-2018 of The GEF.

The event will take place in Tirana, Hotel Grand (St. Ismail Qemali) on Thursday 11 February, from 10:00 AM.

The purpose of the meeting is to present the new approach of the GEF/SGP and the already identified focus areas of the new strategy. The participants will have the chance to express their views and provide input on how the new strategy will address the country needs in the areas of:

1. Biodiversity

2. Climate Change,

3. Persistent Organic Pollutants – POPs/ Chemicals,

4. Land Degradation/ Sustainable Land Management and

5. International waters

The Global Environment Facility (GEF) Small Grants Programme (SGP) provides non-governmental and community-based organizations (NGOs/CBOs) in developing countries with grants to enable them to tackle global environmental challenges while addressing local sustainable development needs. SGP is a GEF corporate programme, implemented by UNDP and executed by UNOPS. SGP Albania started financing projects in 1998. Since then, it has succeeded in funding and providing technical support for 231 grant projects.

In its 6th Operational Phase (OP6) which will be under implementation during 2015 to 2018, SGP has the following objective: “to support the creation of global environmental benefits and the safeguarding of the global environment through community and local solutions that complement and add value to national and global level action”.

A key element of SGP’s implementation in OP6 will be the development of landscape approaches within countries to better focus grant-making and promote strategic programming and clustering of small grant projects with the aim to achieve greater impact and lead to synergies and opportunities for scaling up. Depending on size and context of countries, as well as available funding for grant-making, countries may select one or more landscapes within which community projects will be supported. SGP will focus on supporting and coordinating concrete actions at the grassroots level by providing small-scale finance for local community-led projects within given priority landscapes, to achieve landscape-scale impacts in developing countries. SGP will also review, analyze, and codify results of these on-the-ground actions to distill and disseminate lessons which can be used for replication within the country and in other parts of the world.

Another key element of SGP’s approach in OP6 will be to enhance its role as a Grantmaker+ by strategically planning for the provision of services needed for achievement of greater portfolio impact, this may be done through selective use of capacity development grants as well as non-grant support services, networks and partnerships.

The members
of the Energy Community and European Union (EU) have committed to binding
renewable energy targets and adopted National Renewable Energy Action Plans
(NREAPs) to achieve their respective targets by 2020. In 2013, the
International Renewable Energy Agency (IRENA) held a workshop on Renewable
Energy in South East Europe, for which background reports were prepared on NREAPs,
renewable power financing, transmission infrastructure priorities and
regulatory barriers.

After the
adoption of Directive 2009/28/EC on the promotion of the use of energy from
renewable sources by the Ministerial Council of the Energy Community in 2012,
annual workshops were held to share knowledge, experience and best practices in
the implementation of the Directive in both, the EU and Energy Community
members. In 2015, the Energy Community Secretariat published the first progress
report on renewable energy development, assessing the slow progress and
indicating some countries are at risk of not meeting their targets in 2020 if
some policies are not revised.

In this
context, IRENA has recently launched a project to assess a technical potential
for cost-effective renewable energy generation in South East Europe (SEE) by
2020 and beyond. It covers members of the Energy Community (Albania, Bosnia and
Herzegovina, the Former Yugoslav Republic of Macedonia, Kosovo, Moldova,
Montenegro, Serbia and Ukraine) as well as the European Union member countries of
the region (Bulgaria, Croatia, Romania and Slovenia).

project will assess potential to develop the full range of renewable energy
technologies in the region, and in particular to develop solar PV systems, the
costs of which have declined dramatically since the time that the National
Renewable Energy Action Plans (NREAPs) of South East Europe were prepared. It
will also analyse barriers to achieving region’s renewable energy potential and
ways to overcome these barriers, including innovative financing mechanisms for
renewable power systems.

The aim of
the IRENA’s project is to identify priority actions that could contribute to
the achievement of the region’s renewable energy targets by 2020 and ensure an
adequate role for renewables in the energy development strategies to 2030 and
2050. In this regard, it is envisaged that the outcomes of the project could
provide useful input to the prospective review process of the NREAPs.


The event
aims to present and collect feedback from the region on the preliminary
findings of the PhaseI implementation of the project. This covers part related
to quantitative assessment of photovoltaic power potential for cost-effective
renewable energy options in SEE and qualitative assessment of overall renewable
power potential. It will also present innovative financing arrangements for
renewable energy projects, such as cooperative financing and crowdfunding.

Expected outcomes

following outcomes are expected:

– The
factual information and preliminary findings of the report are verified and
completed; additional case examples are provided as input to the report.

Stakeholder consultative process enhances the engagement of countries in the

coordination is established with the key regional energy players to cooperate
in the next phases of the project implementation.

– Feedback
is provided in the context of the possible review of the renewable energy
technology mix in the members of the Energy Community to be on track to meet
the 2020 renewable energy targets in the most cost-effective way

Format of the event

workshop will be implemented in an interactive manner with the participants to
ensure successful collection of their feedback on the preliminary findings of
the project. The event will be implemented in the form of three panel
discussions preceded by scene-setting presentation(s). The discussions will be
enriched with the presentation of good practices across the region and Europe.

Targeted participants

50 participants are envisaged from governments, electric utilities,
transmission system operators, regulatory authorities, financial institutions
and development partners, international and regional organizations, and other
renewable energy stakeholders.

++ What is the Western Balkans Fund (WBF)? ++

WBF is a cooperation platform between the Western Balkan countries (Albania, Bosnia-Herzegovina, Kosovo, Montenegro, Macedonia and Serbia), set up by the successful model of the International Visegrad Fund.

++ What purpose WBF activity will serve? ++

The purpose of the WBF is to promote common values and develop regional cooperation between citizens, civil society and institutions of the Western Balkans region, providing a concrete “people-to-people” approach for the populace of the member countries.

WBF objectives will be drafted in cooperation with civil society actors and based on common priorities of the countries of Western Balkans.

WBF will finance projects in various fields of common interest such as education, environment, human rights, culture, youth exchanges, cross-border and regional youth cooperation.

++ How will WBF operate? ++

WBF will operate through support and co-financing of small and medium projects in Western Balkan countries. According to the model of the Visegrad Fund, the mechanism of application for funding will be simple and accessible from a wide spectrum of actors ranging from individuals to the youth organizations, regional civil society networks, academic and research institutes, etc.

++ Where will WBF headquarters be? ++

WBF is the first regional initiative based in the capital of Albania. Its offices will be in Tirana and the first Executive Director of the organization will be an Albanian diplomat with experience in the field of regional initiatives. WBF Secretariat will be established with the technical assistance of the Visegrad Fund and will work through coordination of annual priorities of Western Balkan countries.

++ What are the expectations for the WBF activity? ++

WBF will increase interaction between different actors in the region by strengthening the common values of society and regional cooperation in various fields of common interest.

Regional projects will contribute to the growth of the potential of civil society and the exchange of experiences between different actors in the region.


++Çfarë është Fondi i Ballkanit Perëndimor (FBP)?++

FBP është një platformë bashkëpunimi mes vendeve të Ballkanit Perëndimor (Shqipëria, Bosnje-Hercegovina, Kosova, Mali i Zi, Maqedonia dhe Serbia), e ngritur sipas modelit të suksesshëm të Fondit Ndërkombetar të Vishegradit.

++Cili është qëllimi i aktivitetit të FBP?++

Qëllimi i FBP është promovimi i vlerave të përbashkëta dhe zhvillimi i bashkëpunimit rajonal mes qytetarëve, shoqerisë civile dhe institucioneve të rajonit të Ballkanit perëndimor, duke siguruar një qasje konkrete “people-to-people” për popujt e vendeve anëtare.

Albania: Three days Training on “Organizational Development and Management of CSOs”

Deadline for applications: 10 November 2015 | Training: “Organizational Development and Management of CSOs”


To support the development of civil society sector in Albania, TACSO Albania Office will organize the three days training on “Organizational Development and Management of CSOs”. The purpose of this activity is to increase the capacity of the staff and board members of CSOs in organizational development, strategic planning, development of internal operational systems, board and staff development, fundraising, public and media relations with CSOs, etc.

This activity will be attended by 15 organizations, which will be represented by two representatives from executive staff and governing board.

The organizations of Civil Society from all regions of Albania are invited to apply for participation in this workshop. Priority will be given to small, newly established organizations and those operating in rural areas of Albania.

The training will be held in the region of Gjirokastra, during 25-27 November 2015. All the expenses of the selected participants in this training will be covered by TACSO Project.

The organizations that will express their interest to participate should send the CV of the organization together with the CV of their representatives to the until 10 November 2015.

Only the selected organizations will be contacted related to the agenda and other logistic issues.
